With reference to your letter of the 12th April No:13389 I am directed by Mr Secretary Harcourt to transmit to you for the consideration of Sir Edward Grey the accompanying copy of a draft Bill entitled the Companies Ordinance 1911 of the Colony of Hong Kong.
